I was listening to a female cover of "Build Our Machine" on YouTube and was inspired to make a Toon Monster into a Pie-Eyed Cartoon. I experimented with Toon Alligator first and this was the result.

I didn't shade Toon Alligator because old cartoons never had shading around their era.

Nope. The original Toon Alligator card had him carry an axe presumably to show how dangerous he can be despite being a cartoon.
